The new 3-document framework
The 2025 Standards are now spread across three documents, two of which are legislation and one is enforceable policy.
Outcome Standards: Quality Area 1 - Training and Assessment
Requirements for effective training and assessment delivery, including training and assessment strategies, industry engagement, and assessment validation processes.
Outcome Standards: Quality Area 2 - VET Student Support
Requirements for pre-enrolment information, learner support, LLN assessment, and ensuring students receive appropriate guidance throughout their training.
Outcome Standards: Quality Area 3 - VET Workforce
Requirements for trainers and assessors, including qualifications, vocational competency, and industry currency. Note: trainer requirements have actually been wound back in some areas.
Outcome Standards: Quality Area 4 - Governance
Requirements for governance structures, systematic self-assurance, risk management frameworks, and continuous improvement processes.
Compliance Requirements
Information and Transparency requirements, Integrity of Nationally Recognised Training Products, and Accountability obligations that RTOs must meet.
Credential Policy
The Credential Policy outlines the credentials required for delivering training and assessments and undertaking validation of assessment. This is enforceable policy rather than legislation.
